While Bill 21 is really controversial since it forbid any religious symbol. By religious symbol, they mean that no one that is a civil service employee that has a position of authority such as a teacher, police, lawyer, judge, etc is forbidden from wearing any religious symbol. For example: If a Muslim woman wants to become a teacher in the public sphere and she wore a hijab in order to become a teacher she will need to remove it.
