When reading this chapter I felt that the meaning of virtue comes not from the mind, but from the heart. "Those of the highest virtues do not strive for virtue, and so they have it." I feel this means that if you want to have virtue it shouldn't be forced, it should come naturally. For example, if someone drops their wallet you don't even think of keeping it, you return it.
