While reading this outside in my backyard, I thought that this poem talked about how everything is not what it seems like because it says " Great speech seems to stammer".This also sounds like they're trying to say that nothing is perfect. I think this could relate to the ruler of the kingdom since a lot of the things they talk about like speech,skillfulness and perfection are all qualities that a ruler should have.
