After reading this chapter multiple times I feel like I've come to the conclusion that in order for someone to want to be a ruler, they should have balance in all categories such military,economy , etc.I think this talks about rulers because they mention that "Great speech seems to stammer. "Since rulers and kings have to do a lot of speaking this relates to them the most.They also mention that "purity and stillness rectify Heaven and Earth".If I put all the pieces together, the meaning of this chapter is that balance will lead you to be one with nature.
