It's the third time that I'm reading this chapter and I can't get off my mind the fact that when I read this chapter the only thing that comes too my mind is the way rulers should act. For the moment the only explanation that I have is that one and the more I read it the more I ask myself why is the good thing to do is not do too much and let everybody do what they want.
