When I read this a fourth time, I focused on "those who can take on the disgrace of the state are called lords of the altar to the soil and grain". This made me think of how people voice their opinions on what the government says, for example laws. But, the government doesn't acknowledge what the people want. For example, to correct corruption within a government or abuse of power. An example would be, to remove a dictator from power and to get freedom for the people, democracy.
