Portugal’s argument to decriminalization was “incarceration was more expensive than [treating drug addiction with] health services instead.” (Szalavitz) After 5 years the results of Portugal decriminalizing would show great results in the use of drugs by teens declining, HIV infections through sharing of needles dropping and an increase of of people seeking treatment for addiction doubling.
