This artwork of Banksy's is a stencil along with hand spray painted sign. The social issue is not having enough economic resources. I don’t think it has anything to do with culture. Lacking economic resources is found in all parts of the world. This is a cycle of poverty that did not start with the child. It is upon the child now.
