Should China reduce or modify their activities in order to reduce ocean pollution?

In this recorded presentation, we will see my final term paper subject which discusses about the pollution of oceans caused by human activity. In my opinion, it would be ethical for the government of China to implements specific laws asking individuals to reduce their personal consumption and social consumption of carbon dioxide and any other polluting things in order to form a social contract, by refraining individuals freedom in order to save future generations, through the view of John Rawls theory.
