The giver, like all dystopian tropes people aren’t allowed to exaggerate and only use broad terms. They also couldn’t choose. They were assigned roles until they eventually get released. If they were somehow unorderly as they kept breaking rules, they were also subjected to release. It might as well be an ant colony as people simply work to the roles assigned without questions.
