Historically speaking, the united states government has not been all too concerned with the rights and liberties of Native Americans. I believe much of these restrictions and their effects on the Native American population is born out of a lack of concern for their small vote count having less influence in the political system. Couple this with the already established difficulties to vote and they are no longer given a voice in politics.
